Trump saying they will block all ships going through the strait was him just being dumb and misunderstanding what was going on. The military later clarified that the US will block all ships going to and coming from Iran. So it’s a blockade of a single country.

That might be because it would be pretty hard to figure out who paid the toll in real time, but that’s what was clarified.
