The Office of Research Administration (ORA) is the central office responsible for the support of activities related to research, including internal funding, private industry funding, material transfer agreement and endowed awards. ORA also provides research infrastructure oversight as it relates to offsite freezer storage, research glassware and media facilities.
ORA serves as the authorized signing official for MD Anderson for execution of private industry and material transfer agreements. Through the Office of Sponsored Programs (OSP), ORA supports the application and administration of pre-award federal funding and external funding, including the Cancer Prevention and Research Institute of Texas (CPRIT). ORA also manages several internal endowed awards that recognize the achievements of MD Anderson faculty and researchers. The endowments which support these awards were established through the generosity of philanthropic donors, including several MD Anderson Board of Visitors members.
Last year it generated 12.8 Billion dollars in revenues.

Yunhai Li, 35, was originally detained at the George Bush Intercontinental Airport in Houston in on July 9 after federal agents found medical records on his laptop during an inspection ahead of his flight to China, according to the Harris County District Attorney’s Office.
Now Houston prosecutors have charged the researcher with theft of trade secrets, which is a third-degree felony, and tampering with a government record, a misdemeanor. He could also face federal charges in the future.
Since 2022, the MD Anderson Cancer Center had employed Li where he was working on a vaccine to prevent breast cancer from spreading, the New York Post reported.
Li reportedly was working on a scholar exchange visa from the U.S. Department of State. The National Institutes of Health and the Defense Department was funding the research.

In my opinion, it’s not racist to say, that the CCP follows their interest in sending PhD students abroad for transfer of knowledge. That’s a legitimate aim. It’s becoming problematic, when this yields to espionage of e.g. military relevant secrets, which are confidential for reason.

Why would a “non-profit” be so concerned with keeping medical research data private? Unless they, perhaps, are planning to sell to a for-profit pharmaceutical company. This isn’t my analysis, it’s truth; this is how it works.
The argument you are laying out is the “national competitive edge”—ignoring the harm that this exact strategy has already caused—again, these are real events that represent a recurring pattern:
- Covid mRNA research was funded in part by public grants; despite this, research was not shared as a public good leaving huge swaths of the Global South without timely access
- The AIDS crisis was worse and decades longer in Asia and Africa than in the US, even while treatment existed, due to the privatization of medical data and the resulting monopoly abuse of treatment pricing
- In 2025, similar patterns are playing out with cancer research, like from MDACC here. Except this time, the profiteering is done of the face of actual US citizens; the ones who paid for the research. In the US, novel cancer treatments can cost hundreds of thousands of dollars, meaning that significant percentiles of sick taxpayers forgo treatment because the taxpayer research was sold to a private institution.
It is from these examples I feel it’s easy to conclude that publicly funded healthcare research should not be a trade secret. Any attempt to undermine that structure of abusing literally life-saving information for wealth sequestration gets a couple of cool points in my book.
