That’s not actually how it works right now. Maybe in the old days when conscription was done at the end of a sword or spear, but the military doesn’t want people who are potentially going to form groups to sabotage everything from within.

If they draft near-revolutionary people they get access to military equipment and incleases likelihood of actual revolution. If you concentrate them then they can coalesce as a group. If you spread them out then a lot of units will be dragged down.
Using ICE to round up dissenters avoids the risk of arming the would-be revolutionaries with credible military equipment.
You assume they will hand you working weapons, and not just hand you a stick.
You assume they will train you in how to use military tactics, and not just point the real gun at you then order you to run at the enemy in that general direction over there, so they can see where the bullets are coming from.

We can’t assume they allow us any advantages, and need to plan for the worst.
