I know mexico is getting more manufacturing, at least where I work we are moving some of our work to mexico so it can be built outside the us to ship tariff free to other countries, its been a huge pain in the mean time as some of the techs that went down to do the training went very good and stuff is getting flashed with wrong firmware and corrupted which then has to be shipped back to us then back to mexico and reassembled and its just a huge mess
