Those guarantees and measures would be less than worthless. You are ignoring history.
Guarantees from US and Europe I mean. How can you take guarantees from your invader. But guarantees from them have also failed, so yeah I agree. But there has to be some sort of end to this massacre.
Guarantees from the current US administration are worth less than Russia’s would be
