The Joker is, at best, a mid tier antagonist to Batman. Shame he’s such an A to S tier villain in almost anything that centers on Harley Quinn. I’m reasonably certain that Harley would be a far more formidable opponent for Batman than either The Joker, or Two Face could ever be. I’m also convinced that The Joker specifically is so competent when Harley is the focus of the story, because she believes he is more competent than she is, despite all evidence to the contrary.
Mr. Freeze, and Poison Ivy are completely misunderstood heroes of the setting.
