I’m sure every major government has staffers that monitor the public (and sometimes private) communications of other world leaders. That means there are people who work in say Iran, or Israel or Nigeria who are on Truth Social just so they can brief higher-ups about what Trump is doing and saying.

I think it stemmed from custom signatures in web forums (the thing everyone used before reddit killed them off). That was actually a point that Trump sort of ran on during the elections. Getting other countries to start taking ownership for their regions and contributing to the costs of intervention, and the US withdrawing from those areas.
But just like everything else the goon says, he only means it when it suits him. His followers do not care if what he says and does are not in agreement.
If the world wants that to happen they have the perfect opportunity to step into the policing role in Ukraine. I’m not sure the EU has the political will to do so to the degree that is necessary.
